car park closures

My car is in the car park and I can't get it out. The council have now closed the car park - does this mean that I still have to pay the fee for parking for the day?.

Torridge council have got back to me. If the car parks are closed then the ticket inspectors will not be going around and therefore no need to purchase a ticket. However it is my resonsibility to move my car or pay the fee once the weather improves and the car park re-opens.
