Barnstaple - Illegal tipping, but at least it's free!

I could almost have put money on it. From the 1st of April people have had to pay to dump their rubbish at the tip, and today (bin day in our street) I find an old bed outside our drive.
There have always been those few lazy people who just can't be bothered to take their rubbish to the tip and with these new charges the problem will only get worse. I don't know who thought of it, and I don't who let it go ahead but I do know that Barnstaple won't be winning any 'best kept' awards anytime soon.
