    North Devon Council is making improvements to the way it helps people who are homeless or at risk of being made homeless. From 1 March 2012 residents at risk of losing their home or wanting housing advice will be told to contact the housing team by phone, rather than going into the council office.     North Devon Council is recommending not to increase the level of Council Tax for its services in 2012-13. The recommendation will be put forward on the Tuesday 7 February meeting when members will hear the latest financial forecast for 2011-12 and the council's expected position as it goes into 2012-13.     Last year Barnstaple Town Council's Planning and Transportation Committee realised that the entrance to Park School which goes past the Park and Ride site and into the school had no official street name. The Town Council's Planning Committee instigated the installation of two street signs at the entrance. In May 2011 the official name of Hiern Drive was accepted.     A six month refurbishment programme will begin at North Devon Leisure Centre this autumn. Next month, North Devon Council will be selecting a contractor to carry out the work, which will begin on 31 October and should be complete by April 2012.
